The Care Quality Commission (CQC) has taken action to protect vulnerable people from harm after a care provider in south London was rated inadequate.
GGW Care Limited, a home care service that supports people living in their own homes in Bromley and Surrey, was placed in special measures following an inspection in October.
It found the agency lacked “effective leadership” and improvements since the previous inspection were insufficient.
GGW Care Limited provides care to older people, people with disabilities, people with mental health needs and people with dementia.

At the time of inspection, the service provided personal care support to 25 people.
GGW Care Limited’s overall rating has dropped from ‘requires improvement’ to ‘inadequate’, and its rating for safe and well-supervised has also dropped.
Antoinette Smith, CQC’s deputy head of operations in London, said: “During our inspection of GGW Care Limited, we were disappointed to find that there was a lack of effective leadership and the improvements directed at our previous inspection were not progressing.” said.
“Additionally to this, our latest inspection shows areas where further improvement is needed.”
Ms Smith added: ‘The service did not have proper recruitment processes in place, so people using the service were not always safe.
“This means staff cannot always be safely employed, which can lead to unqualified or unsuitable staff working with people.”

He also said the Home Office canceled GGW Care Limited’s visa sponsor license prior to inspection for not following regulations.
This, and the lack of appropriate training for staff, puts people in the service’s care at risk.
Ms Smith added: ‘Our inspectors have found from records that some people are not always being given medication safely and in some cases are not being given medication at all.
“For example, we saw two people who required multiple doses of medication each day.
“Staff were not always recording whether each dose had been administered, creating a risk of not receiving the medication.”

Inspectors found that planning records did not reflect people’s needs under the Equality Act 2010 and staff were not given guidance to respond to people’s diverse needs.
The CQC deputy director added that the watchdog was “really disappointed” to see that some people’s care records were “not always written in a respectful manner”.
She said, “The care plan for one person with a developmental disability stated that he had mood swings due to his illness and that his social interactions were abnormal.
“This is inappropriate and services need to do more to treat people with dignity.”
However, the service had enough staff to meet people’s needs and also had systems in place to manage and respond to complaints.
The service has been placed under special measures, meaning it will be under close scrutiny by the CQC to monitor whether sufficient improvements have been made.
She concluded: “We have reported our findings to the provider and they know they have to take action.
“We will continue to monitor services to ensure people receive safe care.
“If sufficient progress is not made, we will not hesitate to take action to ensure the safety and well-being of our people.”
