A York GP’s surgery puts patients at risk of harm and needs to be improved, an inspectors’ report has said.

Care Quality Commission (CQC) inspectors found safety breaches at Dalton Terrace Surgery and gave it an overall rating of ‘requires improvement’.

Serving approximately 9,500 patients, the surgery provides regulated activities such as diagnostic and screening procedures, childbirth and midwifery services, family planning, treatment of disease, disability or injury, and surgical procedures.

Inspectors visited Holgate Surgery during the announced visit from Monday 6 November to Friday 10 November 2023.

Clinic directors said the surgery was working to address the inspectors’ findings.

Inspectors said in their report that the practice did not “always” provide care that kept patients safe and protected from avoidable harm.

It is said that the safety of the practice range was insufficient.

“Systems for assessing, monitoring and managing risks to patient safety were inadequate,” the report said.

“There were no systems built in to keep people safe and protect them from abuse.”

The practice failed to consistently demonstrate that staff had the skills, knowledge and experience to carry out their roles, inspectors found.

The report praised the clinic’s staff for showing “kindness and respect” to patients.

However, inspectors found the overall governance structure within the practice to be “ineffective”.

They require healthcare providers to “ensure that care and treatment is delivered in a safe manner to patients” and “have effective systems and processes in place to ensure good governance in accordance with fundamental standards of care.” He said that it was necessary to “establish this”.

Patient safety and care “remains our top priority” – Clinic Manager

Fran Raper, practice manager at Dalton Terrace Surgery, told the newspaper: “We are addressing the points raised and patient safety and care remains our top priority.”

A spokesperson for the NHS Humber and North Yorkshire Integrated Care Board, of which the practice is a member, told the Press:

“While we are pleased that the CQC has recognized the practice of compassion and responsiveness, we acknowledge that the CQC has identified some issues and we will continue to work with the practice to resolve them.

“We will always strive to support all GP practices in the Humber and North Yorkshire.

“It is in everyone’s interest that practices are sustainable, resilient, safe and well-equipped to provide people with the best possible care when they need it.”

The surgery was previously inspected by the CQC in 2015 and was rated as good overall.

As reported by The Press last year, the 2023 NHS GP patient survey found Dalton Terrace surgery to be the most highly rated surgery in York City by patients.
